1 INTRODUCTION

The purpose of this Addendum to the City Rail Link (CRL) Enabling Works Contract 2 (C2) Trees and Vegetation Delivery Work Plan1 (TV DWP) is to ensure that activities associated with the CRL C2 Public Realm Reinstatement (PRR) works meet the requirements of the designation conditions 2 set out in Section 1.2 of the CRL C2 TV DWP.
The specific purpose of this Addendum is to deal with potential effects on existing trees and vegetation associated with the PPR phase of the construction works that were not covered in the CRL C2 TV DWP. Where the effects on a specific tree are already covered in the CRL C2 TV DWP, so long as effects anticipated by the PRR works are equal or lesser the existing management protocol outlined in the CRL C2 TV DWP shall continue to be relied upon.
2 PROJECT DESCRIPTION
This section presents a summary of the PRR works to provide context to the CRL C2 TV DWP Addendum. A detailed description of the PRR works is provided in the CRL C2 Construction Environment Management Plan (CEMP) – PRR Addendum (CRL-PAT-RME-AT-RPT-033021)
2.1 CONSTRUCTION METHODOLOGY OVERVIEW
Following the completion of the cut and cover trenched section of the CRL tunnel along Albert Street between Customs Street and Wyndham Street, Connectus will progress with the reinstatement of the public realm along and around the physical works area. Connectus anticipate that the completion of the cut and cover trenched section will be achieved progressively from south to north along Albert Street. Accordingly, as the tunnel is progressively completed Connectus will undertake the PRR works in a staged manner along the works area, readying Albert Street and surrounding works area for public access once again.
The PRR works include the re-instatement of the road carriageway and footpaths, urban design enhancements, and landscaping. The area for reinstatement expands beyond the works area for the cut and cover trenched section, reflecting a logical transition between the reinstated works area and surrounding public realm. Figure 1 provides an overview of the PRR works area.
These works will be undertaken using standard methods, including using jackhammers and backhoes to remove old pavements, and rollers and compactors to prepare the base course/bedding for new paving. Pavers and curb stones will be cut as required using appropriate equipment.
Note: Parts of the PRR works area are located outside the CRL designation. Any works outside the CRL designation are not specifically considered within this CRL C2 DWP. If required, separate resource consents will be applied for these areas

2.2 CONSTRUCTION PROGRAMME OVERVIEW
The PRR works will progressively follow the completion of the cut and cover trenched section of the CRL tunnel along Albert Street between Wyndham Street and Customs Street West. As completion of the cut and cover trenched section of the CRL tunnel will occur south to north progressively along Albert Street, so too will the PRR. The exception to this is the Lower Albert Street works between Quay Street and Customs Street West which will occur first to achieve parallel construction timeframes with the Commercial Bay development.
Table 1 provides an overview of the construction staging as it relates to the PRR works. Within each area of works there will be multiple works phases (refer to the CRL C2 CEMP PRR Addendum for further detail regarding works phasing).

3 ROLES AND RESPONSIBILITIES
There is no change to the roles and responsibilities set out in Section 3 of the CRL C2 TV DWP.
4 AFFECTED TREES AND VEGETATION
A Tree Assessment3 was prepared in August 2012 and formed part of the Notice of Requirement (NoR) for the CRL designations. The methods and protocols outlined within this addendum are based on the information provided in the existing Tree Assessment.
4.1 TREES
REQUIRED TO BE REMOVED
There are no additional trees which require removal as a result of the PRR works.
It is noted that all trees which were identified for removal in Table 3 of the CRL C2 TV DWP have been removed at the time of writing this addendum, therefore they no longer require consideration.

4.2 TREES NOT REQUIRED TO BE REMOVED
Trees G5, T6, X1, X2, T9, and T13 are all outside the PRR works area, but are located proximally to the works area, such that they could be impacted by peripheral activities if not appropriately managed.

5 MITIGATION MEASURES
There are no changes to the monitoring requirements detailed in Section 5 of the CRL C2 TV DWP.
5.1 TREES THAT ARE NOT REQUIRED TO BE REMOVED
5.1.1 Arboricultural
Monitoring
Arboricultural monitoring will continue to be undertaken by the Site Arborist in accordance with Section 5.2.1 of the CRL C2 TV DWP.
5.1.2
Tree Specific Measures
The following sections outline the proposed mitigation measures to be employed for the trees identified as remaining in Figure 2 and Table 2
5.1.2.1 ID G5, ID T6 and T13
The Pohutukawa Tree identified at T6 and group of Queensland Box Gum trees identified as G5 are located within a long planter box at the base of the AMP building, while the six Elm trees identified as T13 are located within a long planter box at the base of the Stamford Plaza building These trees sit on the periphery of the Project footprint and therefore will continue to be mainly unaffected by construction works.
A protection fence will be erected between the construction works and the trees, however the trees will not be totally ring fenced as they remain in a public pedestrian area.
Tree health will be monitored regularly during construction. This will be undertaken in accordance with the periodic Arboricultural Site Reviews and the regular tree health monitoring undertaken by the Environmental and Sustainability Manager
5.1.2.2 T9, X1 and X2
These trees are located outside the PRR designated works area and will continue to be unaffected by construction works. However, as these on the periphery of the PRR works area, tree health will be monitored regularly in accordance with Section 5.2.1 of the CRL C2 TV DWP .Where determined necessary by the site arborist, a protection fence will be erected between the construction works and the trees to avoid damage to the trees.
