It happens every first Tuesday in August. Millions of Americans turn on their porch lights, lock their doors and head out for a night of strengthening community bonds between friends, neighbors and first responders.
Known as the National Night Out, people have been coming together for this event since its inception in 1984 when the National Association of Town Watch (NATW) began the National Night Out event.
The inaugural event hosted 2.5 million people from across twenty-three states within 400 communities that came together to show support for, and get to know, their local first responders and neighbors; thereby, creating a stronger, safer community.
This year, the Brookings Police Department is proud to host this annual event on August 5th, from 5 to 7 p.m., at Ross Road and Frontage Road near the Goodwill store. This free, family-friendly event promises an evening of fun, education and community connection. Those attending will have the opportunity to engage with Brookings’ First Responders, get up-close looks at emergency response vehicles, learn an array of safety tips and ask local first responders questions.

with the county’s current Board of Commissioners. I write this with gratitude, and confidence that this will endure.
The current board - Jay Trost, Patrick Hollinger, and Lynn Coker along with County Counsel Ted Fitzgerald and staffs were left with a grave compilation of financial mismanagement and administrative disorder. This board is fully committed to doing due diligence and the hard work
needed to determine what happened and correct mistakes. I'm grateful for their solid determination to do the right thing; to learn, correct errors and avoid unnecessary losses and financial disasters in the future.
In my six years of service as Commissioner, fiscal responsibility was within the confines of a minority position. I was consistently outvoted 80% to 90% of the time. Sadly, I was unsuccessful in trying to prevent multiple thousands of dollars from being needlessly and outrageously wasted.

According to the state, the factual allegations are: the vessel is a derelict vessel due to being sunk or in imminent danger of sinking; the vessel this is a 35-foot home built Trimaran sailing vessel; Samuel Richard Lewis is the owner of the vessel as evidenced by moorage records at the Port of Brookings-Harbor; the Oregon Department of State lands has filed a matter of a derelict vessel against Samuel Richard Lewis and the state is set to
be authorized to seize the vessel as abandoned and derelict.
In addition, because Lewis is identified as the owner of the vessel, he will be liable to the Department of State Lands for the cost, which is estimated at approximately $21,000 and includes the cost associated with salvage, haul out, storage, demolition and disposal.
The enforcement agency has the right to sell, or dispose of, the vessel and all personal property found in the vessel, should it not be reclaimed by the owner.
According to the legisla-



tor, an enforcement agency may seize a vessel if the agency has probable cause to believe that the vessel is abandoned or derelict and the owner fails to correct the issue identified in the agency's pre-seizure notice.
In some situations, an enforcement agency may immediately seize the vessel, board the vessel or take other actions depending on the circumstances.
The State of Oregon is the owner of certain submerged and submersible lands including those in, and around, the Chetco River. It has delegated the authority to the Depart-
ment of State Lands for management of those submerged and submersible state lands.
Any owner who is provided pre-seizure notice has a right to a hearing, but no further information was provided by the state as to whether the hearing had taken place for this incident.
The owner of the vessel could not be reached for comment and the vessel still sits alongside the bank near the mouth of the Chetco River at the time of this printing.

Donald Joseph Klupenger
January 1, 1944 – June 18, 2025
Donald Joseph Klupenger was born on January 1st, 1944, at Portland Hospital and Sanitarium. Don never was sure which side he was born in. Baby Donald joined his parents Aloysius Charles (Al) Klupenger and Grace Marjorie (Jones), and siblings Sylvester Charles (Sonny or Chuck), Judith Marie (Judy) and William Paul (Bill) at their home in Portland, later moving to a rural home in Milwaukie, OR, a store and feed mill in Pioneer, Washington, an 84 acre truck farm at Washougal, WA, on the Columbia River, and then to Klupenger Market in Monroe, Oregon (now Dairy Mart). Don’s parents built the original Long Branch Tavern in Monroe.
Vera Benefield
Vera Benefield, 85, passed away on July 14, 2025, in Brookings, Oregon, the coastal town she grew to love and call home. Born in Colorado in 1940, Vera’s journey took her through Florida, Montana, and Wyoming before settling on the Oregon coast with her husband, Oliver. They shared many meaningful years together until his passing in 1997.
Vera found beauty in
Don graduated from Monroe Union High School but also attended Catholic schools including Mt. Angel Minor Seminary. Don played right defensive line-backer on the Monroe Dragons football team, which won the state championship in1962. Don always had dear friends who loved him. He was the guy you called if your car broke down, you needed to be picked up at the jail or help hauling a dead elk out of a canyon. He married Suzanne Lucas in 1964, and they had three children - Johanna, Jefferson, and Jennifer. Don often worked multiple jobs from preteen years on; in the family store, delivering papers, on farms, in lumber mills and
quiet, steady moments: watching hummingbirds at the window, weaving blankets on her loom, and enjoying the familiar charm of Tom Selleck. She was strong-willed, kind, and fiercely independent, traits her loved ones admired and that shaped the rhythm of her life.
She is survived by her children Debbie, Nadine, BJ, and Lee, along with many grandchildren and

industrial plants, finally finding his niche in building construction. He also loved old cars including Studebakers and Corvettes, and big equipment like bulldozers and excavators, especially if they needed fixing up.
In 1973 while remodeling a building for a friend in Bend he met Myrna Ray, who would become his life partner. Don made the right move and took her dancing on the first date. Myrna was still in college, but Don was persistent, and visited her in Central Oregon, at WSU in Pullman, and Seattle.
In 1978 Don and Myrna bought their first fixer-upper house at 22nd and Howell in Seattle. Their next project was the MV Lillian R, originally built in
great-grandchildren who carry forward her warmth, wit, and resilience.
Her legacy is stitched into the blankets she made, the stories she shared, and the lives she touched with quiet affection and enduring strength.
She will be deeply missed and fondly remembered. No public memorial will be held.
1918 in Norfolk VA as a liberty launch. Don found the partially rebuilt boat moored beneath the Ballard Bridge where it had collected deep layers of pigeon poop in the bilges. The perfect challenge. A year or so later the Lillian R, dry-docked near and later launched at Fisherman’s Terminal, became Don and Myrna’s home, then one-by-one, Johanna, Jeff, and Jennifer joined them. It was an unusual living arrangement but an experience we wouldn’t trade for anything. The Klupengers lived in Brookings, Oregon, in the 80’s, busy with more building projects including a small house on the Mexican island of Cozumel. They moved to Florence in 1991.





The California Department of Corrections and Rehabilitation (CDCR) officials had to search for an incarcerated person who walked away from the minimum-support facility at Pelican Bay State Prison (PBSP) on Friday, July 18th.
At approximately 11:50 p.m. officials were alerted that the incarcerated person, Jamie R. Watson, was reported missing from PBSP. The exact time, or day, he walked away from the prison is not known.
Upon realization that a prisoner could be missing, an emergency count was conducted by prison officials, and it was confirmed that Watson was missing.
Notification was immediately made to CDCR’s Office of Correctional Safety and local law enforcement agencies, who then assisted in the search. Watson, 40, was most

You may have seen him walking an almost-daily circuit through Old Town to the Post Office, bank, and Safeway. Don passed away on June 18, 2025, of congestive heart failure. He is survived by his brother Bill, wife Myrna, son Jeff and his wife Amaya, daughter Johanna and her husband Charlie/Chet Scott, daughter Jennifer Brazil, granddaughters Ashley and Amber Brazil (Patrick Wright), great-grandchildren Wren and Newton, and numerous nieces and nephews. Don spent Fathers’ Day weekend surrounded by his family, good food, and the beauty of Florence. That night his second great-grandchild was born. A wonderful conclusion to a well-lived life. A celebration of Don’s life will be held Saturday, July 26th, 11:00 a.m. at the Center for Spiritual Living, 390 Vernal Street, Eugene, Oregon.

On Sunday July 13, we lost a wonderful mother,sister,Grandma and aunt. Carol was a strong and very brave person. Words cannot express how
recently received from Siskiyou County Prison on February 5,2024, for a parole violation for possession of a controlled substance. His original unlawful offense is unknown. Watson was housed in the minimum-support facility, which is a dorm-like environment, for non-violent offenders and is located outside the secure, double-fenced perimeter of the main institution at PBSP.

Watson was apprehended at 7:15 a.m. on Lower Lake Road near Mud Hen Village Road on July 19th at 8:38 a.m. Activated in 1989, PBSP houses approximately 2045 minimum-, medium-, highand maximum-security custody prisoners. PBSP is located thirteen miles from the Oregon-California border. Prison officials could not be reached for comment.

Garden Club Continues to Cultivate Brookings' Green Spaces

Since the 1940s the Brookings-Harbor Garden Club has been a horticultural cornerstone in the community by nurturing the city’s parks and green spaces.
Recently, the garden club got a boost from the city as it renewed its Memorandum of Understanding (MOU), with the city, in order to bring to life the green spaces within the community that either need attention or just further long-term care. This renewed MOU ensures the club’s on-going stewardship of these vital public areas.
“I do really appreciate the work that you guys do,” said Councilor Clayton Malmberg. “Azelea Park is a gem, and the garden area that’s down below there.”
The agreement, which had a unanimous vote by council members, solidifies the garden club's long-standing dedication to enhancing the city's beautification efforts with an additional effort being put toward the city building’s courtyard area this year.
“I was glad to see that the courtyard area is going to be included,” said Councilor Phoebe Pereda. “I think it could use a little TLC.”
Council members acknowledged the garden club's broader positive impact on the community, including their partnership with the Master Gardeners of Curry County and the Chetco Community Public Library to conduct engaging outreach programs for children at the library and elementary school.
“I wanted to say thank you,” said President of the Brookings-Harbor Garden Club Sharon Johnson, acknowledging the city council’s willingness to move forward on the MOU. “Not only does it help (the city), but it helps us also, so we appreciate the partnership.”
The garden club relies entirely on the dedication of its volunteers. To keep their volunteers informed and engaged, they hold monthly, general membership meetings, which are open to the public. Experienced gardeners and newcomers are welcome. Membership is free and you need only to bring your passion for gardening. No experience is necessary, only one’s willingness to learn.
The meetings are held on the third Monday of every month and feature educational and inspiring programs presented by experts in fields such as: pollinators; propagating; composting; floral design; plant care and more.

Keeping Brookings Running: Public Works Supervisor Tim Brush

This is the first in a series on Brookings’ staff called, ‘Behind The Scenes.’

Whether it’s repairing a water main in the middle of the night or preparing the city for the next big storm, Public Works Supervisor Tim Brush is one of the people Brookings residents can count on to keep essential services running, day in and day out.
For the past twelve years, Brush has played a vital role in ensuring the City of Brookings delivers safe, reliable public infrastructure and responsive service to the community.
With a calm, can-do attitude and a dedication that extends well beyond regular working hours, Brush exemplifies what it means to serve the public.
“Just being part of all the different projects over the years has been really meaningful,” Brush said.
“It’s rewarding to know the work we do every day matters to the community.” Brush and his team are responsible for maintaining some of the City’s most critical infrastructure, including: thirty-two miles of paved roadways; nineteen miles of storm drains; eight-hundred-fifty manholes and thirteen pump stations; fifty-six miles of water distribution pipes and eleven reservoirs with a combined four-million-gallon capacity, serving over 3,300 water connections and 194,000 feet of sewer lines.
When infrastructure issues arise, whether it’s a water leak, a downed sign, or a plugged storm drain, Brush’s crew is often the first to respond, working behind the scenes to keep Brookings safe, clean, and functional.
“One of Tim’s greatest strengths is his ability to balance technical knowhow with great customer service,” said Public Works Director Tony Baron, who praised Brush’s work ethic and steady leadership. “He knows how to get the job done and how to communicate clearly with the public.”
Before joining the city, Brush spent three decades with Les Schwab Tires, gaining invaluable experience in operations and team management. That background helped him transition smoothly into public service, where he now leads complex, citywide maintenance efforts with a calm and steady hand.
“One day, Tim and his crew had to repair a broken water main,” said City Manager Tim Rundel.
“They didn’t finish until 3 a.m. and Tim was back at city hall for a meeting by 9 a.m. That’s dedication. We’re lucky to have him on our team.”
The City of Brookings is proud to highlight Tim Brush as part of an ongoing effort to recognize the dedicated staff members who help keep the community running. From road repairs to water quality, storm response to sewer maintenance, Brush’s leadership continues to make a lasting difference.

Federal funds coming to Brookings Airport

U.S. Representative Val Hoyle along with, U.S. Senators Ron Wyden and Jeff Merkley, and Reps. Andrea Salinas and Maxine Dexter have announced $5.15 million combined in federal infrastructure investments at airports in Newport, Brookings, Aurora, Portland, Salem, and John Day.
The $5.15 million in grants from the Federal Aviation Administration will be distributed as follows:
$99,286 to Brookings Airport to install a new airport rotating beacon to enhance safety, rebuild a precision approach path indicator system and runway end identifier lights, and acquire and install a new wind cone navigational aid.
$3.3 million for Aurora State Airport to rehabilitate 5,003 feet of existing paved runway to maintain its structural integrity and extend its useful life.
$696,721 to Portland International to rebuild 550 feet of existing east curtain wall in the main terminal entrance, including six revolving doors.
$650,000 to the Newport Municipal Airport to acquire and install a new automated weather observing system to provide site-specific weather information.
$244,500 to McNary Field in Salem to

rehabilitate 1,350 feet of existing paved taxiway to maintain its structural integrity and to extend its useful life.
$162,640 to the Grant County Regional Airport in John Day to acquire 9.34 acres of land to protect a runway approach.
“Reliable, modern airport infrastructure is essential for the safety and economic vitality of our coastal communities," Hoyle said. "These grants provide almost $750,000 in federal funding for the Newport and Brookings airports to input a new weather monitoring system, lighting upgrades, and essential safety equipment that will improve operations for pilots, emergency responders, and travelers alike. These investments are a win for public safety, regional connectivity, and the longterm resilience of Oregon’s South Coast.”
“Airports big and small are critical to keeping communities across the state connected and prepared to respond to natural disasters that include wildfires, winter weather and more,” Wyden said. “These federal investments will help bolster local economies, improve service and enhance safety. I applaud these investments and will continue to fight for similar investments for Oregon airports in the future.”

reational opportunities, and providing essential lifelines during natural disasters,” Merkley said. “This federal funding will allow Oregon regional airports to make critical infrastructure improvements that will benefit our communities and economy. "As the Willamette Valley continues to grow and economic opportunities expand, we must ensure Oregon has alternative and safe transportation routes," Salinas said. "I’m proud to have helped secure this federal grant funding, which will improve the structural integrity of the tarmac so that the airport can continue safely serving our local community for years to come."
“Investments in airport infrastructure are investments in public safety, regional resilience, and economic vitality,” Dexter said. “Portland was recently named the top airport in the nation and this funding will only further help keep Oregonians safe and our communities connected.”
Newport City Manager Nina Vetter said her city is thankful to be awarded an FAA grant to help fund a vital upgrade of the automated weather observing system (AWOS) at Newport Municipal Airport.
"Weather conditions on the Oregon





coast can change within minutes, and it is essential that our airport is able to continue to provide accurate data and information that keeps pilots and passengers safe on their journey to and from Newport," Vetter said. "We are also grateful for the continued support of our Oregon legislators in helping us to secure funding for critical infrastructure and safety projects and equipment to support the needs of our community and the over 2 million annual visitors to Newport."
Wyden, Merkley, Hoyle, Salinas and Dexter have all consistently supported airport infrastructure across Oregon.
ADDITIONAL FUNDING
In June, Wyden, Merkley and Hoyle announced $9.7 million for rural airports across Oregon, in addition to another $1 million for airports on the Oregon Coast and Willamette Valley including Brookings and Aurora. In May, the Oregon delegation announced $22 million for airport infrastructure investments across the state. In September 2024, Wyden and Merkley announced $10 million in federal grants for airports in Medford and Prineville. In July 2024, Merkley, Wyden and Hoyle announced $17 million from the federal Airport Improvement Program for airports across Oregon.
