Norte Gets a Peek at What Congress Will Approve for Fiscal 2026

Posse Antique Patrol Vehicle Gets a Bath

Are we ready for delivery of the newly acquired Del Norte antique sheriff patrol vehicle?

Merced County Sheriff Verne Warnke replaced the hard-to-find gas tank for the 1954 Ford Patrol vehicle and in his own words said, “All I need to do is give a bath and exchange the vehicle for the agreed up price ($10,000), and I’ll personally deliver our treasured Posse car to Del Norte County Sheriff Garrett Scott.”

Sheriff Scott is beyond thrilled with the Merced acquisition.

The Crescent City Council held its regular session in City Chambers on July 7. While routine business was handled, the meeting also addressed several ongoing local priorities. The meeting, which drew a modest crowd and limited public comment, showed progress on various issues, including coastal policy, infrastructure, and local business regulation.

The consent calendar was unanimously approved by the council members. Routine matters included certification of meeting minutes, approval of vendor claims and payroll, validation of monthly financial statements through June 2025, and extensions and approvals for city facility maintenance contracts. These items, though largely procedural, collectively ensure the smooth running of city services and fulfillment of fiscal responsibilities.

The main public hearing focused on proposed amendments to the city’s certified Local Coastal Program (LCP). After a brief staff presentation on the new ordinance language, council members heard from a community speaker emphasizing the importance of robust environmental protections.

The proposed updates are technical but meaningful. If certified by the California Coastal Commission, they will simplify and clarify

The DNSO has already contacted Superintendent Jeff Harris of the DNUSD and arranged incentive awards for K12 students who’ve improved and maintained attendance and academics. The top two students from the DNUSD’s 11 schools will ride in the Del Norte Posse vehicle and driven over to CC Diner’s for an award-winning ice cream cone or cup. Don’t forget the napkins, CC Diner.

Sixteen Decades Have Passed

Since the Brother Jonathan Tragedy

Today, July 30, 2025 marks the 160th anniversary of the Brother Jonathan paddle steamer ship tragedy when 225 souls lost their lives when The Jonathan crashed upon the uncharted Dragon Rocks, six miles off-shore from Crescent City. 19 individuals survived the ordeal.

The Brother Jonathan was en route to Portland, Victoria, British Columbia with a payload of an estimated (at $60 million st today’s gold value) in gold bars and $20 Double Eagle coins to make payments to local American troops and indigenous tribes per treaty agreements.

There, the Brother Jonathan rested at the bottom of the Pacific Ocean in perpituity.

During the interim, the Government cobbled the funding neces-

sary and built the St. George Reef Lighthouse in 1893, undoubtedly one of the most dangerous ingress/ egress lighthouses in the world. The Lighthouse Association and the US Guard operated Lady St. George until 1975 when technology replaced the purpose of the Lighthouse with a radio / buoy that would warn ships of the approaching Dragon Rocks. Technology never stops.

A single person submarine hit the market and found the ruins of the Brother Jonathan in 1993.

For three years, Deep Sea Research (DSR) scoured the ocean floor near the site and a mini sub pilot caught a glimpse of gold. DSR retrieved 1,006 $20 Double Eagles. These coins were auctioned off in Los Angeles in 1999.

The State sought a cut of the booty, even after losing every court action including the United States Supreme Court. The State

vowed to continue the fight but eventually DSR agreed to 20 percent of the gold coins.

Is there more gold temptingly close to the near-shore. Experts believe? Yes! It is estimated just 25 percent

Opinion & Letters

Guest Commentary - Opinion by Samuel

Harbor Commissioner says Triplicate is Bias against her

It would appear two months is not long enough for Crescent City Harbor Commissioner Annie Nehmer to get her story straight regarding her concerns about the recent activities at the Crescent City Harbor. As I said in an earlier piece on the Triplicate’s opinion page, “Will the Children Please Leave the Room?” There is much more to the story than Commissioner Nehmer is willing to make public. In late April, Commissioner Nehmer expressed concerns to the Triplicate’s editor, Roger Gitlin, regarding the harbor and the current harbormaster, Mike Rademaker, yet failed to elaborate further at the time saying only she would be using “public comment” at the Harbor Commission’s next meeting; and then the next meeting took place.

May’s first Harbor Commission meeting produced nothing from Commissioner Nehmer regarding her concerns. Editor Gitlin followed up.

An offer by Editor Gitlin of

the Triplicate for Nehmer to produce a 750 word for-forword editorial authored by the Commissioner on the Triplicate’s Opinion Page was extended and met with not a word from Nehmer.

Finally, in the second meeting of the harbor commission in May, Commissioner Nehmer left her chair as a sitting member of the commission, went to the public lectern, claimed “whistle blower status” and proceeded to inform those at the meeting of Brown Act violations committed by the Commission and her opposition to the way Harbormaster Rademaker had been hired by the Commission for the next five years as Crescent City Harbor’s Harbormaster.

Once again, Commissioner Nehmer was offered space in the Triplicate to explain her concerns…morep crickets. This is the end of May and Nehmer has yet to offer any explanation to the Triplicate for her actions. Certainly newsworthy, yet no

condemnation in the Triplicate of any kind.

News in July surfaces of Commissioner Nehmer’s decision to file suit against the Crescent City Harbor, of which Nehmer is a sitting member of the Commission. Once again, Editor Gitlin offered Nehmer space in the Triplicate to elaborate on her decision to sue the Harbor before his article on the situation appeared. Nothing, Nada, Excuses. Hence, Editor Gitlin’s article,” Harbor Commissioner Sues Herself” graced the front page of the Triplicate as a news story following more than two months of asking Commissioner Nehmer to opine.

Her claim of being “pressured”, needing her lawyer’s counsel, only having 72 hours to respond to questions from the Triplicate hardly matches with reality. As far as Editor Gitlin publishing “statements of false facts”, Gitlin only has the public record to produce his article. Nehman’s

failure to clarify her position for over two months after repeated offers of space in the Triplicate to rectify any “false facts”, if they even exist, is hardly grounds for claiming Nehmer had no opportunity to respond or clarify her position, nor has she yet produced anything speaking to any “false facts” in the Triplicate’s article a full two weeks later. The facts are simple. The harbor has an extensive history of failure when it comes to the Brown Act. What’s new? A recent Grand Jury report will confirm Harbor violations of the Brown Act going back more than five years. When Annie Nehmer was elected to the Commission in November I, 2024, things were supposed to change. Financial mismanagement, lack of fiscal controls and Brown Act violations were to stop.

In the last six months more time has been wasted by the Commission wrangling over who was to be harbormaster than positive changes and

accomplishments. If the Harbor is in such dire straits, as Nehmer claims, it is her elected responsibility to be part of the solution. Becoming a “whistle blower” and filing lawsuits is hardly the path an elected official should take attempting to “rescue” a failing agency, particularly one with Nehmer’s asserted financial issues.

Her lawyer’s concerns over legal missteps and change of direction by Nehmer resulting from the Triplicate’s article are hardly signs of bias by the Triplicate. Nor are the repeated offers by the Triplicate to publish her concerns for months any indication the Triplicate is ignoring Nehmer’s concerns. The Triplicate is there as the County’s sole print newspaper to convey accurately the news of the day. This requires scheduling in order to produce the news timely. If Commissioner Nehmer is unable to meet a two-and-a-half-month deadline, the fault is not the Triplicate or its editor.

Living Strong: How Men May Maintain Bone Health and Prevent Falls

As we grow older, we begin losing bone density and mass, which may make us more susceptible to bone-related conditions, including osteoporosis and injuries. Falls are a leading cause of injury among older adults, often resulting in fractures and other serious health issues according to the U.S. Centers for Medicare and Medicaid Services (CMS). With many older adults wanting to live independently as long as possible, good overall health is crucial.

Maintaining strong bones and preventing falls can help.

Osteoporosis is often called a ‘silent’ condition, according to the National Institute of Health (NIH), especially for men. Osteoporosis in men is often underscreened, underdiagnosed and undertreated. An estimated two million American men currently have osteoporosis and an additional 12 million are at risk for developing the disease, as reported by the NIH. It’s important that osteoporosis not be regarded as a primarily women’s disease. Know Your Numbers – Up to one in four men over the age of 50 will break a bone due to osteoporosis. Men 75 and older might consider discussing the option of a bone density scan, also known as a DEXA scan, with their health care providers. Testosterone

levels and other changes impact bone health. The bone scan measures the mineral content, particularly calcium, to determine bones’ density. Based on the results, providers may recommend treatments. This test is generally covered under Medicare and other health plans.

Understand Your Risks – While bone density naturally decreases over time, the amount, speed, and impact of loss may be slowed so take stock of what you eat and drink, and how much you exercise and move. Also, review your family’s health history to determine what health conditions may be hereditary. Be sure to share this with your

physician.

Eat Right and Exercise – Consider including foods high in Vitamin D and calcium as part of a well-balanced diet. New to exercise? Start slowly and try exercises like beginner’s yoga; every extra movement may help you improve your strength. If you are already participating in a routine such as walking, jogging, and balance coordination exercises, consider adding weights to enhance your workout.

Make Your Surroundings Fall-Proof – Look around your home – inside and outside. Can you safely pass by tables, chairs, and other furniture? Are all the rugs and floorboards secure?

& Retirement of California

Are there grab bars and handrails? Are bare floors slippery, even when dry? What about outside your home? Are there holes, cracks, uneven spots? Address these obstacles and other worries to make your home safer inside and out.

Dress for Safety – In addition to ensuring clothes do not drag on the floor – a potential trip hazard, be mindful of what you are wearing on your feet. Wear rubber-soled shoes or sneakers, or slipproof socks or slippers. Specifically designate these as “inside wear only” if you do not want to track the outside dirt and grime into the home.

Stay Aware –Maintaining your annual

well visits may help address health issues and concerns early, including bone health. And if something seems not quite right, say something. While we cannot prevent all injuries no matter how careful we are, maintaining strong bones, gaining strength, and improving balance may lessen the impact of a fall and speed recovery – even from other injuries. So, bone up on your health for a stronger future. This information is for educational purposes only and is not a substitute for the advice of a doctor. Consult your doctor prior to beginning an exercise program or making changes to your lifestyle or health care routine.

Harbor Commissioner Retires his Law License, Lashes out at State Bar

Crescent City Harbor Commissioner Dan Schmidt has been notified he is ineligible to practice Law in the State of California, as of July 1, 2025. Schmidt responded to The Triplicate:

“After more than 30 years as an active member of the State Bar of California representing perhaps 10,000 clients, I simply got tired of paying $400-$500 a year for Bar dues, when I haven’t had a client in Court for the past ten years.” Schmidt then lashed out, “The State Bar has become another bloated California State agency

that no longer effectively serves its membership or the public.

Recently, Schmidt, without consulting fellow commissioners, met with the harbormaster and attempted a Quid Pro Pro of asking to have the harbormaster hire his brother in a management position and proffered a proposal to resign from

the harbor board, a clear act of nepotism. The harbormaster declined Schmidt’s offer. After the harbormaster declined Schmidt’s offer, Schmidt changed his support for the harbormaster and joined with another commissioner to review the recently supported five year contract for the harbormaster.

If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, cither of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER:

The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (800) 280-2832 for information regarding the trustee’s sale or visit this Internet Web site wwvv.auction.com - for information regarding the sale of this property, using the file number assigned to this case: TS#181941. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer/’ you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (800) 280-2832 for information regarding the trustee’s sale, or visit the internet website www.auction.com or auction.com/sb1079 for information regarding the sale of this property, using the file number assigned to this case TS#181941 to find die date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. paid the required fees. Notably, there were no reported violations. This relatively smooth renewal process indicates that regulatory efforts launched several years ago have stabilized, with businesses and city inspectors finding common ground on compliance.

City staff provided updates on several ongoing projects:

- Beachfront Park Phase 2 design is nearing completion, and public review sessions are planned.

- Plans for Front Street storm drainage improvements are approaching the bid phase.

- Grant writing efforts are focused on securing new rounds of funding for harbor improvements and affordable

housing initiatives.

- The city’s summer recreational programming is fully enrolled, indicating strong community engagement.

Council members used their reports to express gratitude to staff and volunteers who contributed to the safe and successful Independence Day festivities held the previous weekend.

During the public comment session, only a few residents addressed the council. Their concerns revolved around pedestrian crosswalk safety in downtown and requests for city crews to clear overgrown vegetation in alleyways. Although no formal action was taken, city staff recorded these requests for follow-up.

Coast Guard Cebrates Its Birthday

It’s hard to belive the U.S Coast Guard closed its Crescent City station pulling out in 2020 and on March 10, 2021, its 87’ Cutter. Dorado was decommissioned. It was a sad and somber day but also a day of great appreciation.

The Dorado was built in the Bolinger Shipyards in Lockpart.

Louisiana in 1988, traveled through the Panama Canal and up the Pacific Coast to Crescent City and honorably served the north coast until Covid shut the station down in 2020.

The Coast Guard Celebrates its 235th birthday August 4. 11790. Treasury Secretary Alexander Hamilton oversaw operations as revenuegenerating vessels whose

mission it was to protect America’s Coastline and collect tarrifs.

Thr Guard preceded the Naval founding by eight years.

The Guard now operates under the Dept of Homeland Security and backs up the Navy in Defense posture. The most recent Coast Guard service under the Navy occurred in World War II. Some 250,000

Guard served in the Navy during World War II.

The Guard staffed and served Lighthouse duty, until 1975 when the Guard closed down St. George Reef Lighthouse. Today, the Coast Guard is the primary Search and Rescue Tool for rescuing stranded vessels.

Crescent City’s Tolowa Cultural Trail: Origins, Leadership, and Recent Milestones

The Tolowa Interpretive Trail Project, launched in 2019, aimed to integrate Tolowa heritage and Indigenous voices into Beachfront Park’s expansion plan. This commitment to honoring ancestral stories in public spaces was evident from the outset.

The project’s journey began with Crescent City staff, who actively engaged tribal partners and the broader community. By 2022, a formal planning committee was formed, comprising representatives from Tolowa Dee-ni’ Nation, Tolowa Nation, Elk Valley Rancheria, and Del Norte County Historical Society.

To enhance the trail’s design and interpretive goals, the city collaborated with professional partners. GreenWorks Planning Consultants focused on landscape architecture, while Sea Reach Ltd. specialized in interpretive trail design and

educational displays. These collaborative teams worked closely with the planning committee to shape the trail’s vision and engage the public. Throughout the project’s evolution, leadership has consistently emphasized the importance of tribal guidance. Tribal representatives played a pivotal role in shaping the content, design, and storytelling of the trail. This partnership model ensured that Indigenous perspectives were integral to the project’s development, from the initial vision to detailed interpretive planning.

Timeline Snapshot:

2019: Crescent City, a local community, initiated park planning and prioritized Indigenous inclusion.

2022: The trail’s development progressed, involving tribes, the city, consultants, and the historical society. A committee

was formed, and formal design and planning commenced.

Recent Milestone: In July 2025, Crescent City secured a $2 million grant from the Mellon Foundation to complete the Tolowa Interpretive Trail. This funding will be utilized to complete major features, including:

- A basket-patterned lithomosaic gateway that embodies Tolowa identity.

- A pebble mosaic that documents the tribe’s population change since colonization.

- Educational panels, a dance house replica, and improved access at Battery Point.

Battery Point: A Place of Enduring Significance

Battery Point, the western end of the trail, holds deep significance for the Tolowa people. In the 1800s, amidst violent settler expansion, many Tolowa were imprisoned at this

site. Today, the trail will extend to Battery Point, transforming it into a touchstone for memory and education. It will serve as a testament to the hardships endured and the cultural resilience that followed.

Moving Forward Through collaborative

planning and the recent grant award, the Tolowa Interpretive Trail is on track to memorialize and celebrate Indigenous history in Crescent City. This marks a significant step for the Tolowa Dee-ni’ Nation and the region, as it places ancestral stories at the forefront of the city’s evolving landscape.
