This staggering cost wasneverpartoftheoriginal project estimate and stems directly from the reckless decisions made by the currentadministration. Under the supervision and direction of Vice President Bharrat Jagdeo — who holds responsibility for the oil and gas portfolio — all warnings were ignored. No feasibility studies, no
geotechnical assessments, no environmental reviews, no due diligence The decision was made unilaterally, supposedly in the “interest of expeditious development,” but now taxpayers face a ballooning cost that has skyrocketed fromaninitialUSD500–600 million to well over USD 2 billion.

And if we want to talk honestly about wealth,wemustadmitthatit ridesonthebackofsomeone else’s work. Joe bakes. Sam profits.That’s the math. But the capitalist elites do not wish to admit that their wealth was created on the back of appropriating surplus value, which they didnotcreate.
The capitalist elites prefer stories of genius and grit, of risk-taking investmentsandinnovation. They speak of job creation as if it were a selflesspublicservice,rather than the means by which theymultiplytheirearnings. In modern mythology, the boss is the builder, the labourer is the burden. And so long as that myth holds, the system is preserved: the workers toil, the owners accumulate, and inequality
deepens.
We teach children that successisastaircaseandthat eachstepreflectsachoiceor a talent. But we rarely show them the elevator in the back, the one only a few are handed keys to. We don’t speakofinheritedcapital,of tax loopholes, or the quiet machinery of exploitation thatturnshumanlabourinto privateluxury
Instead, we scold the poor for their circumstances and celebrate the rich for theirextraction.
Ifamanwhobakescan’t affordhisownbread,it’snot a tragedy of laziness—it’s a failure of justice. Poverty is nottheabsenceofambition. It is the presence of a structure that takes more than it gives back, and then tells you the deficit is your fault. Until we reckon with that, no talk about lifting people out of poverty in six months will bridge the chasm between those who work and those who profit fromtheirwork.

In a statement issued on Sunday, Halliman called for immediate ministerial interventionintotheconduct ofGGMC.
The miner said that for months, his operations have been facing injustice from GGMC over the mining property located on the left bank of the Mazaruni River, Toroparu Mining Area, in MiningDistrict#3.
He stated, “Even after Magistrate Allan Wilson gave a final decision in favour of Mr. Daniels, GGMC has refused to enforce that ruling. Instead, theyhaveturnedaroundand issued an ‘order to remove’ dated October 16, 2025, falsely claiming that we violatedRegulation98,with noevidencewhatsoever.”
Halliman noted that Regulation95oftheMining Regulations (Cap 65:01) says that once a decision or order is made by the
commissioner or a magistrate, it must be enforced immediately, even if someone plans to appeal, unless the high court orders otherwise. He pointed out that GGMC did not appeal the magistrate’s ruling and must therefore comply with it.
He contended, “It is not Mr. Daniels who breached Regulation 98, it is GGMC who breached Regulations 95, 97, and 98 by ignoring a lawfulmagistrate’sdecision, failing to enforce that decision as required by law, actingunlawfullybyissuing a removal order without evidence,andshowingclear bias in favour of another miner…”
The miner alleged that the situation represents “a clear case of administrative bias and corruption within thesystem.”
Halliman said, “GGMC officers have ignored the constitution, which protects propertyrightsunderArticle 142; disobeyed a court ruling; tried to use their authority to pressure Mr Daniels off his lawful claim.”
He noted that these actions serve to benefit others, while violating Daniels’ rights. As such, Halliman is demanding, “Immediate ministerial intervention into GGMC’s conduct; Withdrawal of the
unlawful order to remove datedOctober16,2025;Full enforcement of Magistrate Allan Wilson’s decision; I n v e s t i g a t i o n a n d disciplinary action against the officers involved; and compensationforanylossor damage caused by GGMC’s illegalactions.”
Further he noted, “This situationisnotjustaboutone miner, it’s about fairness, accountability, and the rule of law in Guyana’s mining
sector When a state agency can ignore the law and the courts, every miner and citizen is at risk. GGMC must be held accountable. Justice must prevail for Mr Wallace E. Daniels and for everyminerwhobelievesin theruleoflaw.”
This publication had reported that GGMC served Halliman a removal order, accusing him or persons acting under his direction of disrupting the peace in
contravention of the mining act.
