

As energy bill continues to take shape, a key Senate architect plans to retire
Sen. Bill Cuningham, D-Chicago, won’t seek reelection after 16 years in Springfield

CHICAGO — Sen. Bill Cunningham, a Chicago Democrat with a reputation for taking charge of energy and climate change legislation, will step down at the end of his current term.
Before leaving in January 2027, Cunningham has a long to-do list. Near the top of that list: shepherding potentially massive legislation that could reform the state’s energy sector. Cunningham, who first joined the General Assembly in 2011, is one of the most powerful lawmakers in Springfield. He has served as Senate president pro tempore since 2020, joining Majority Leader Kimberly Lightford as Senate President Don Harmon’s top lieutenants.
He also is the Democratic co-chair of the Joint Committee on Administrative Rules, an influential bipartisan oversight committee that reviews state agency policies.
The Southwest Side lawmaker said he is stepping down to spend more time with his family.
“The political arena has changed during my time in it,” Cuningham said. “It’s more combative and more cynical and I know that has driven some people out of it, but for me, it’s more of a personal decision. Those factors really didn’t play in my decision.”
‘Patient, pragmatic voice’
Harmon, D-Oak Park, said Cunningham has been a “steady, patient, pragmatic voice” in Springfield.
Advocates who have worked with Cuningham echoed the sentiment, with several saying that absence will create a “void” in Springfield with no clear replacement to fill that gap.
“Senator Cunningham was a real thoughtful convener of the various — and numerous — stakeholders involved in energy policy in the state,” Kady McFadden, a longtime environmental advocate, said. “He is the type of senator and leader who goes deep. I can send him a 10-page document about some
energy issue and he’s gonna read the whole thing.”
Others noted that he often served as a bridge between environmental groups and labor organizations — two of the Democratic Party’s most important constituencies.
“He has a well-earned reputation for tackling the tough and complex issues our state faces, while being a major force in bringing together people with different goals for the greater good of Illinois,” Pat Devaney, Illinois AFL-CIO’s secretary treasurer, said.
Cunningham’s reputation also extends to groups that are less typically aligned with Democratic party politics.
Brian Leonard, the head of government relations at the energy utility Ameren Illinois, said he will miss Cunningham’s “thoughtful leadership on complex energy issues.”
Mark Denzler, the head of Illinois Manufacturers’ Association and a leader of the business lobby in Springfield, praised Cunningham’s “calm demeanor even on chaotic days and his ability to focus quickly on the topic at hand.”
Denzler noted that Cunningham has also played a key role in unemployment insurance, workers’ compensation, and data center legislation.
Energy negotiations
Cunningham’s reputation as a dealmaker will be put to the test this October when lawmakers are expected to consider sweeping energy reform legislation. The General Assembly is scheduled to meet for a six-day veto session between Oct. 14 and Oct. 30.
The retiring senator was one of the chief negotiators of the state’s landmark Climate and Equitable Jobs Act, which set the framework for how the state is handling climate change and reducing its carbon emissions. But a bill making significant changes to that framework collapsed in the final days of the May session.
Negotiations over the bill, which began more than a year ago, continue amid a heightened sense of urgency following sweeping changes to renewable energy incentives made by congressional Republicans this summer.
“Energy policy is so fast-changing
that it’s probably necessary that we step in and make some updates to the current laws,” Cunningham said. “Exactly what form that takes is hard to say right now.”
Cunningham noted that a bill will likely tackle energy efficiency requirements and incentives for battery storage.
But the bill could also include new requirements for energy-hungry data centers, lifting the state’s moratorium on new nuclear reactors, tightening labor standards for the solar industry and beginning a planning process that may restructure the state’s electricity market.
A draft version spanning more than 800 pages, contained in House Bill 4116, was released earlier this week and is set to be discussed at a hearing on Sept. 18.
Will it pass?
“I think there will be an energy bill during veto session, during the second week,” Jen Walling, the head of the Illinois Environmental Council, said.
House Speaker Emanuel “Chris” Welch, D-Hillside, said at an event in the suburbs this week that he thinks “we’re going to be able to get something done” on energy during the veto session.
But there is some concern that the bill could stall again or not make it across the finish line. Renewable developers and the unions that build renewable projects have ongoing disputes over labor standards.
This and other issues led labor unions to not support the bill, which is very similar to the current draft version. Most unions were neutral, but a few actively opposed the bill’s provisions.
At the end of the spring session, business groups were also concerned that the legislature was delegating too much power to regulators — something that also hasn’t changed in the most recent draft.

World War II Days returns for a 29th year

ROCKFORD, IL – Midway Village Museum will present World War II Days from 10 a.m. to 5 p.m. Saturday, September 27, and from 9 a.m. to 3 p.m. Sunday, September 28, on the museum campus, 6799 Guilford Road, Rockford. The largest World War II re-enactment in the United States brings together over 1000 reenactors and scores of authentic military vehicles for this one-of-a-kind special event. Visitors will see Allied and Axis troops and encampments representing nine separate warring nations, watch skirmishes and large-scale narrated battles, experience the thrill of authentic WWII era tanks and military vehicles, listen to lectures and musical performances, and enjoy a variety of activities as the museum property is transformed into a frontline village from the 1940s.

Qatar hosts summit in response to Israeli strike on Hamas in Doha, seeking to restrain such attacks

DUBAI, United Arab Emirates (AP) — Qatar hosted a summit of Arab and Islamic nations Monday in the hopes of presenting a united response to Israel’s attack on Hamas leaders last week in Doha. But as leaders offered different views about what to do, the group has few ways to restrain Israel in its war in Gaza. Israel, which launched its invasion of Gaza in response to Hamas’ Oct. 7, 2023, attack, has retaliated against the militant group and other members of Iran’s so-called Axis of Resistance elsewhere, including in Iran, Lebanon, Syria, Yemen and now Qatar. That’s fueled wider anger among Mideast nations already enraged by the over 64,000 Palestinians killed during the war in Gaza — and growing concern that the U.S. commitment to protect Gulf Arab states may not be strong enough.
However, it remains unclear just what the summit will be able to achieve. Significant tensions among the nations meeting could blunt cooperation. They also have few levers they can pull. Condemnations from countries that Israel considers enemies, like Iran, will mean little.
Meanwhile, the nations attending that have diplomatic recognition deals with Israel may be reluctant to sever ties. Monday marked the fifth anniversary of the signing by Bahrain and the United Arab Emirates of the Abraham Accords that marked their formal recognition of Israel.
“Condemnations will not stop the missiles. Declarations will not free Palestine,” Malaysian Prime Minister Anwar Ibrahim said. “Severe, punitive actions must be put in place.”
Qatar’s ruler offers fiery speech


Qatar’s ruling emir opened the summit by accusing Israel of not caring about its hostages in Gaza and instead working to “ensure Gaza is no longer livable.” Israel has said the goals of its war include bringing all the hostages back and defeating Hamas.
“If Israel wishes to assassinate the Hamas leaders, why then engage in negotiations?” Sheikh Tamim bin Hamad Al Thani asked. “If you wish to insist on the liberation of hostages, why then do
they assassinate all negotiators?”
The speech was unusually fiery for the 45-year-old ruler of Qatar, which has served as key mediator in ceasefire talks.
“There is no room to deal with such a party that’s cowardly and treacherous,” he added. “Those who work consistently to assassinate the party in these negotiations will certainly do everything to ensure the failure of these negotiations. When they claim that they seek the liberation of hostages, that’s a mere lie.”
Sheikh Tamim also denounced Israel over what he called the “genocide” it is committing in Gaza — an assessment offered by multiple others at the summit. Israel vehemently denies it is committing genocide. It says Hamas is prolonging the war by not surrendering and releasing the hostages.
Turkish President Recep Tayyip Erdogan said Israel “should also be squeezed economically, as previous experience shows that such steps yield results.”
Iran, which hit a base in Qatar in June, is attending the summit
After the U.S. bombed Iranian nuclear sites in June, Iran struck Al Udeid Air Base in Qatar, a major hub for American forces — a move that angered Qatar. Nevertheless, Iran sent President Masoud Pezeshkian to attend Monday’s meeting, who urged those there to “isolate the aggressor.”
Pezeshkian did not touch on Iran’s attack on Qatar but did mention Israel’s war on Iran in June. He also warned that any country in the region could be next.
“The attack on Doha changed lots of miscalculations and wrong ideas,” he said. “It showed that no Arab or Muslim country is safe from the aggression of the regime in Tel Aviv. Tomorrow it can be any Arab or Muslim capital’s turn.”
The six-nation Gulf Cooperation Council, which includes Qatar, Saudi Arabia and the UAE, held its own meeting on the sidelines of the summit. Its members decided to take steps “to activate the mechanisms of joint defense and the Gulf deterrence capabilities,” they said in a statement, without elaborating.
Qatar has been key in Israel- Hamas ceasefire talks
Qatar, an energy-rich nation on the
Arabian Peninsula that hosted the 2022 World Cup, long has served as an intermediary in conflicts. For years, it has hosted Hamas’ political leadership at the request of the U.S., providing a channel for Israel to negotiate with the militant group that has controlled Gaza for years.
But as the Israel-Hamas war has raged on, Qatar increasingly has been criticized by hard-liners within Netanyahu’s government. Netanyahu himself has vowed to strike all those who organized the Hamas-led attack on Israel in 2023. And since last week’s strike, the Israeli leader has doubled down on saying Qatar remains a possible target if Hamas leaders are there.
U.S. Secretary of State Marco Rubio was in Israel on Monday for meetings with Netanyahu and other Israeli officials to express America’s concern over the attack on Qatar and talk about Israel’s planned new offensive on Gaza City.
Rubio declined to address Israel’s strike while speaking to journalists in Jerusalem, but said that America wanted to work with all its partners in the region to stop Hamas and reach a ceasefire in the war.
“We’re going to continue to encourage Qatar to play a constructive role in that regard,” Rubio said.
Netanyahu again added that Israel’s decision to attack Qatar “was a wholly independent decision by us.”
Netanyahu faces increasing pressure from the Israeli public to end the war and bring home the 48 hostages still held in Gaza, whom 20 are believed by Israel to still be alive.
The Hamas-led Oct. 7 attack killed around 1,200 people, mostly civilians, and led to the abduction of 251.
Israel’s ensuing offensives in Gaza have killed more than 64,000 Palestinians, according to Gaza’s Health Ministry, which does not say how many were civilians or combatants. It says around half of those killed were women and children.
The ministry is part of the Hamasrun government and staffed by medical professionals. The U.N. and independent experts view its figures as the most reliable estimate of war casualties. Israel disputes them but has not provided its own.
‘The Studio’ and Seth Rogen have record-setting Emmys as Noah Wyle and ‘The Pitt’ get top drama wins

LOS ANGELES (AP) — Seth Rogen and “The Studio” turned the Emmys into a wrap party, winning best comedy series Sunday and breaking a comedy record for victories in a season with 13, while Noah Wyle and “The Pitt” took the top drama prize.
The evening also brought meaningful wins for Jean Smart, Stephen Colbert and 15-year-old Owen Cooper, whose Netflix series “Adolescence” dominated the limited series categories.
“I’m legitimately embarrassed by how happy this makes me,” “The Studio” co-creator Rogen said with his signature giggle, surrounded by cast and crew from the Apple TV+ movie-business romp after it won best comedy at the Peacock Theater in a show hosted by Nate Bargatze that aired on CBS. Rogen personally won four, including best actor.
“The Pitt” from HBO Max completed a sentimental journey with its win for best drama series. The character-driven medical drama won over viewers and gained emotional momentum during a season whose biggest drama prizes once seemed destined to be swept by “Severance.”
Wyle won best actor in a drama for playing a grizzled, warm-but-worndown supervising doctor, getting his first Emmy after five nominations with no victories in the 1990s for playing a scrubbed young cub doctor on “ER.”
“What a dream this has been,” Wyle said. “Oh my goodness.”
Katherine LaNasa, whose nurse is perhaps the show’s most beloved character, was a surprise winner of best supporting actress in a drama over three women of “The White Lotus” on a night when every acting Emmy but one went to a first-time victor.
The first-timers included Britt Lower, who won best actress in a drama, and Tramell Tillman, who won best supporting actor, in the night’s two biggest moments for “Severance.”
Along with its creative arts wins, the Orwellian workplace satire ended up with eight for its acclaimed second season. Star Adam Scott lost out to Wyle for best actor.
The show’s losses kept the evening from being a total triumph for Apple TV+, which has still never won a best drama prize, though it has now won best comedy
three times between “The Studio” and “Ted Lasso.”
Lower’s win was a surprise in a category where Kathy Bates was considered a heavy favorite, for “Matlock.”
Cristin Milioti won best actress in a limited series for “The Penguin.”
Jean Smart bucked the rookie trend, winning her fourth Emmy for best actress in a comedy for “Hacks” and her seventh Emmy overall. At 73, she extended her record for oldest winner in the category.
‘Adolescence’ triumphs
Netflix’swidelyacclaimed“Adolescence,” the story of a 13-year-old in Britain accused of a killing, won six times, including the Emmy for best limited series. Co-creator Stephen Graham won for lead acting and writing while Cooper won best supporting actor and became the youngest Emmy winner in over 40 years.
Cooper said in his acceptance that he was “nothing three years ago.”
“It’s just so surreal,” Cooper said. “Honestly, when I started these drama classes a couple years back, I didn’t expect to be even in the United States, never mind here.”
Best supporting actress went to Erin Doherty, who played a therapist opposite Cooper in a riveting episode that like all four “Adolescence” episodes was filmed in a single shot.
A blockbuster night for ‘The Studio’
“The Studio” came into the evening having won nine Emmys already during last weekend’s Creative Arts ceremony. On Sunday night, it added four more, which all went to Rogen. Along with the comedy series award, he won best directing with his co-creator and longtime collaborator Evan Goldberg, and best writing with Goldberg and others.
The show brought blockbuster buzz for its first season from the start and the Emmys ate it up, whether because of Hollywood’s love for stories about itself (with A-list guest stars) or the television industry’s love for stories that mock the self-importance of movie people.
Backstage, Rogen clumsily tried to hold up all four Emmys at once. Asked whether the night will be fodder for season two, he said no.
“This is, like, far too good a thing to
have happen on our show,” he said. “Our show is generally based on stress and disappointment and right now, we’re all very happy.”
A night of surprise winners
Smart’s castmate and constant scene partner Hannah Einbinder, who had also been nominated for all four seasons of “Hacks” but unlike Smart had never won, took best supporting actress in a comedy.
She said she had become committed to a long-term bit where “it was cooler to lose.”
“But this is cool too!” she shouted, then ended her speech by cursing the U.S. Immigration and Customs Enforcement agency and saying “Free Palestine!” Political sentiments from the stage were otherwise rare.
In perhaps the night’s biggest upset, Jeff Hiller won best supporting actor in a comedy for “Somebody Somewhere,” over Ike Barinholtz of “The Studio” and others.
Colbert gets a rousing send-off
Colbert may have been the night’s most popular winner, taking best talk series for “The Late Show With Stephen Colbert” for the first time. He got huge ovations both when he took the stage to present the first award and when he won.
The win may have been the result of a protest vote and a desire to pay tribute to its host, weeks after its cancellation



by CBS. Jimmy Kimmel, who was among his competitors, campaigned for Colbert to win.
“Sometimes you only truly know how much you love something when you get a sense that you might be losing it,” Colbert said in his acceptance.
Many perceived the end of the show as punishment of Colbert and placation of President Donald Trump after Colbert was harshly critical of a legal settlement between the president and Paramount, which needed administration approval for a sale to Skydance Media. Executives called the decision strictly financial.
Colbert showed no bitterness to CBS, thanking the network, which telecast the Emmys and aired a commercial celebrating his win, for letting him be part of the late-night tradition.
Bargatze delivered his opening monologue only after the first award was handed out.
The show opened with a sketch where “Saturday Night Live” stars Mikey Day, Bowen Yang and James Austin Johnson joined Bargatze, who played television inventor Philo T. Farnsworth opining on what the future of TV will be like.
Bargatze-as-Farnsworth mentions that there will one day be a Black Entertainment Television. When asked if there will be a network for white people, he replied, “Why, CBS of course.”

As garlic curing ends around the first week of August to wrap up your 2025 season, we wait 8 more weeks to then turn around and plant garlic for the 2026 season. This quick movement between seasons is expected when growing garlic in Northern Illinois. Garlic is one of the main vegetables (or you might call an herb) that we get questions about throughout the spring and summer. Yet the problem with garlic is that we forget that we need to plant it in the fall where it overwinters and is harvested the end of June. If you do not plant at the right time, you will find that your garlic will not grow well for you.
Garlic should be planted in Northern

Growing great garlic
Illinois in October. Even if you plant late September and mulch, you may have green growth from the garlic beyond the mulch layer and need to add more mulch. Any exposure of the green tips to winter may damage your garlic.
One clove will yield one head of garlic. Basically, this garlic clove is cloning itself to create that garlic bulb. There is a direct correlation between the size of the clove and how the rest of the bulb will develop. If you plant a small clove, expect small cloves in the bulb you harvest in July 2026. You want a hardneck type as these perform well in Northern Illinois. You might try softneck varieties but know that they still tend to perform poorly even with layers of mulch. Much of that will depend on our winter.
Hardneck varieties that are recommended are ‘Spanish Roja’, ‘Carpathian’, and ‘Georgian Crystal’. Growers I know also like ‘German Porcelain’, ‘Chrysalis Purple’, and ‘Red Chesnok’.
To get garlic for planting, visit a farmers market in your area and talk to the vendor. If you purchase a head of garlic from them, these cloves can be planted in your garden this fall. Garlic can be ordered online from reputable businesses though shipping can be expensive. I typically set aside bulbs from my 2025 harvest to plant in the fall while supplementing with new garlic bulbs I order.
As you think about where you want to plant it, garlic needs two crucial things. First is space. Since garlic has a long growing season, this space will not be
available for crops until the end of July next year. The second is water. Garlic thrives when it is watered regularly, so placing it near your water source will be crucial.
Garlic should be planted twice the height of the clove with spacing 6-8 inches between. You need to mulch. A good mulch layer of 6-8 inches is needed to provide insulation for the garlic as it develops. You may find that you need to keep laying this down in winter months. Straw tends to be the best as it allows for protection and air flow. It is not uncommon to have to reapply a mulch in December.

Resolving conflicting environmental and economic thinking

A recent article by Tim Morgan entitled: The Devil to Pay addresses the notion of two conflicting schools of thought on environmental and economic matters impacting society that need to be resolved.
Our society is divided into two contrasting views of our world. One is based on environmental facts which are disregarded and economic facts that are based on fiction. Given the importance of the environment and the economy one would expect our leaders would quantify the facts and use them to guide public policy.
Regarding the environment there are two conflicting camps. One camp argues that there is nothing wrong with the environment and if the climate is changing it is not the fault of humans and it will probably work out for the best. The second camp accepts there are environmental problems and point to the fires, floods, droughts, heat waves and storms as evidence. They claim the problems can be solved by a transition to renewable energy sources.
The economic divide also forms two
camps. One group sees no problem and those that exist result from bad luck of wars, a pandemic and disrupted trade disputes. They claim the economic problems can be overcome with technological advances and monetary stimulus. The second camp advances the solution of transitioning to renewable energy sources while ignoring that renewables are not renewable nor climate friendly. They require substantial amounts of energy from existing fossil fuel sources to manufacture, deliver and maintain such systems and provide the minerals used in them.
But few in either camp accept the notion that the technological users need energy and will experience the inability to perform without the needed energy.
While the environmental facts exist they remain ignored, and the economic facts barely exist in the public domain. Morgan believes the environmental and economic facts will eventually prevail.
Morgan describes our economy is an energy system and that the rising cost of securing energy is destroying prosperity.
Using a statistical interpretation of the economy provides us with a chance breaking the ongoing dialogue based
on ignoring adverse climate impacts produces misleading economic data.
For America, Britain, Germany and China the net borrowing by their governments has exceeded reported economic growth since 2019.
Globally governments borrow money and citizens spend it and the outcome is reported as economic growth. GDP figures do not measure economic growth in material goods but report the transitional activity in the economy. Measuring the exchange of money ignores the reality that it can occur without producing an increase in material goods.
He explains that money has no intrinsic worth and can only be a claim on physical things in the present and in the future. Current economic history has involved a massive increase in credit and the cutting of interest rates to prevent credit from collapsing. Individuals owning assets before the rates were cut benefit from the cuts as did those with incomes linked to asset prices. The owning of assets has contributed to concentration of wealth and income inequalities weakening social stability in western societies.
Stripping out the effect of the monetary exchanges that did not increase the
production of material goods from the GDP provides a more realistic picture of real increases in the production of increased production of materials. Energy is used to convert raw materials into physical products. The amount of energy used increases as the supplies of non-energy natural resources deteriorate. The deterioration of the natural resource base can be offset from improvement in the efficiency of the conversion technologies. However the quality of the natural resources deteriorate at a faster rate than the rate of improvements in the efficiency occurring. Improvements in the efficiency in agricultural processes are occurring at slightly slower rate than the deterioration in the quality of agricultural land.
In essence as more energy is used to secure the needed energy to obtain and process the energy needed to power the economy, items considered essential will receive a higher proportion of energy than those considered nonessential. Morgan reports that the energy costs of energy has risen from 2.0 percent in 1980 to 11.3 percent in 2025, is the biggest reason why growth in the material economy has been slowing toward contraction.

Returning guest virtuoso Daniel Bolshoy then takes the stage for Ponce’s Concierto del Sur, filling the hall with the romantic sounds of the classical guitar. The evening culminates in Tchaikovsky’s Symphony No. 5. The concert begins at 7:30 p.m., with tickets starting at $35. Kids ages 6 - 18 are invited to experience any Rockford Symphony Masterworks concert free of charge during the 2025–26 season.

Volunteers can embrace the holiday spirit at Santa’s Workshop, where the dazzling Stroll on State decorations are created and prepared for the season. Now through November 22, the crew gathers every Tuesday evening from 6 - 9 p.m. and Saturday morning from 8 a.m. - 12 p.m. to build, repair, and refresh the festive magic that transforms downtown each year. Tasks change weekly and may include bow making, ornament sorting, gift box repairs, and creative building projects. No experience is required.
