Illinois Housing Development Authority funded project aims to integrate people with and without disabilities
By JEFF HELFRICH jhelfrich@shawmedia.com
A groundbreaking ceremony in Mt. Morris on Tuesday, Oct. 7, marks the upcoming construction of the Hill Street Neighborhood – a unique $10 million duplex apartment project.
A collaboration between the Village of Progress in Oregon and Kreider Services in Dixon, it will offer a new living option for people with disabilities whose options typically have included living with parents or in a group home.
After many years of planning, the Hill Street Neighborhood will give people with disabilities the opportunity to choose their own services, an option not seen in group homes.
Plans call for 24 units in 12 duplexes and a 4-acre public park with walkways to access the park for all units. There also will be a community building open to anyone in Mt. Morris and acreage for future expansion.
“Five years ago, VOP Executive Director Brion Brooks told me about a crazy idea in Mt. Morris to build housing for people with intellectual disabilities where they can control their own housing,” Kreider Services Executive Director Jeff Stauter said. “That may seem like nothing to people without disabilities.
“Here in Mt. Morris, unlike anywhere else in the state, those folks are going to be able to pick who provides their services and who is in their home supporting them. And if they don’t like them, they can hire someone new. It puts them in control of their space and lives. And that is amazing.”
Major support for the project has come from the Corporation for Supportive Housing, the Illinois Department of Human Services’ Division of Developmental Disabilities, IHDA, the Ogle County Housing Authority, Sauk Valley Bank, ComEd, and the Village of Mt. Morris.
Mt. Morris Village President Phil Labash spoke at the groundbreaking on Oct. 7 and said he’s excited Mt. Morris was chosen for the development. He is looking forward to welcoming new residents.
“I’m confident this development will result in many positive outcomes for Mt. Morris and set us apart as a very special destination,” Labash said.
“Thank you to everyone who was involved in bringing this to life. Today the work begins on a project that will impact and transform the lives of many tomorrow. I’m excited to see it come to life.”
The Hill Street Neighborhood will have a full-time staff member to service its tenants. Half of the duplexes will be occupied by people without disabilities. The apartments will be deemed affordable housing, but at a level of 50% of the area median income rather than the typical 30%.
The duplexes will be uniform with those in the subdivision next door and the development won’t stand out from other areas of Mt. Morris. Hill Street will be extended for the development.
The general contractor for the project is North Arrow Partners, and Jeff Cronin, its chief technical officer, said Oct. 7 that construction will take about 14 months to complete. He called the need for affordable housing “a crisis”
and the need for permanent supportive housing “so much greater.”
“Delivering 24 new homes for people with disabilities is a special occasion and so needed,” Cronin said. “At North Arrow we’ve done some permanent supportive housing across the state. It can be a challenge. It’s admirable that the community and leadership here support this project. They understand what a wonderful addition to the community this will be. We’re excited to get started.”
Mt. Morris was chosen as the location of the project because the community was receptive to it and the village is small and walkable with the right amenities. The 20 acres of land was purchased from a farmer that owned the land.
The first phase of the project includes 6 acres for the development and 4 acres for the park, which will be the only park in the northeast quadrant of Mt. Morris. The remainder of the property will be held in reserve for possible future phases, which may be more market-based housing or privately owned residences.
ComEd has supported the Hill Street Neighborhood project with a grant for energy efficiency that will include “state-of-the-art” equipment, such as high-performance windows, HVAC equipment and lighting.
“Our energy efficiency team has worked to put together some of the most advanced energy efficient programs and development possible,” ComEd External Affairs Manager and Kreider Services Board of Directors Vice President Nick Escobar said. “We’re going to be able to save energy across the board and with energy prices rising we know how important that is.
“It will save enough power to cover nearly 40 homes per year. There will be close to $60,000 in incentives that this project will receive from ComEd.”
The Village of Progress has been serving adults with developmental disabilities in Ogle County since 1969. Kreider Services provides direct care programs to people with developmental disabilities.
Illinois Council on Developmental Disabilities Director Kim Mercer-Schleider thanked Stauter and Brooks for their dedication to the project.
“Their work inspired the council to invest further in more technical assistance for other developmental disability service providers that are interested in housing like this,” Mercer-Schleider said. “We need more of this. We need more passion and innovative, committed service providers. We need more people to understand why this is important.”

An Oregon woman charged with killing her 7-year-old son in 2021 will not get a new judge to preside over her case.
Sarah Safranek, 38, sat motionless with her attorney, Ogle County Public Defender Kathleen Isley, on Wednesday, Oct. 8, as Ogle County Chief Judge John “Ben” Roe denied her request to replace Associate Judge Anthony Peska.
Safranek is accused of suffocating her son, Nathaniel Burton, in the family’s Oregon home in February 2021. She is charged with five counts of first-degree murder and one count of aggravated battery. She was arrested April 21, 2021, was indicted May 4, 2021, and pleaded not guilty May 6, 2021.
She has been held in the Ogle County Jail since her arrest.
Isley filed a defense motion in September noting that Safranek could not receive a fair trial if Peska remained as the presiding judge.
Judge John Redington was the initial judge for Safranek’s case, presiding over many hearings and delivering pretrial rulings before he retired in 2024.
Roe entered an order in July 2024 assigning the case to Peska upon Redington’s retirement.
Wednesday’s hearing was just the third time in more than a year that Safranek has appeared in court, as some pretrial rulings made by Redington
were under appeal. Peska only presided over one hearing for Safranek, on Sept. 17, 2025, when the motion for a substitute judge was made.
But Isley had argued that Safranek’s case should be assigned to another judge and that the motion asking for the substitution was timely due to the monthslong delay, as the appeal was pending.
She argued that the trial would not have been done before Redington retired, and no matters could be heard while rulings were under appeal.
Assistant Ogle County State’s Attorney Matthew Leisten disagreed, arguing that Isley’s motion was “untimely” and had missed the 10-day window to ask for a substitute judge.
Isley said Peska had never ruled on any matters in relation to the case, making the state’s argument that case law supports a 10-day filing limit inapplicable.
Roe disagreed.
“The 10 days ran from the date of the reassignment,” Roe said. “I believe that is supported by case law.”
Roe said he had reviewed case law and considered all of the attorneys’ arguments before rendering his decision.
He said the 10-day time period was his reason to deny the motion and not a comment made in the defense motion that claimed Peska was “so prejudiced against [Safranek] that she cannot receive a fair trial.”
Isley clarified that the word “prejudiced” was only used as a legal language required for the motion.
Safranek’s next court appearance is set for 2:30 p.m. Wednesday, Oct. 29, in Peska’s courtroom.
Safanek’s jury trial was removed from the court calendar in July 2024 after a motion by prosecutors who argued that some rulings made by Redington limited the evidence they wanted to present to jurors. They argued that Redington’s decision had “impaired” their ability to proceed with first-degree murder charges.
Ogle County State’s Attorney Mike Rock filed an appeal July 10, 2024, nine days after Redington ruled on several motions in limine filed by the defense and prosecutors.
Motions in limine determine whether certain evidence may be presented to the jury. They are commonly entered and argued before a trial begins, allowing evidentiary questions to be decided by the judge. Motions in limine in the Safranek case have been sealed and are not viewable to the public.
In June 2024, Redington listened to testimony and arguments regarding the motions and, after reviewing case law, limited the state’s ability to enter all
internet searches and journal entries they said Safranek made. He also limited hearsay statements prosecutors said others made regarding domestic violence directed toward Nathaniel.
Redington removed Safranek’s scheduled jury trial date over the objection of Isley, and no court dates were set, pending the appeal process.
The appellate court issued its opinion July 25 and its mandate Sept. 4.
Nathaniel was a first grade student at Oregon Elementary School. He was found unresponsive and not breathing at 2:30 a.m. Feb. 17, 2021, in his bed at home in the 400 block of South 10th Street. He was pronounced dead later that day at KSB Hospital in Dixon.
According to records obtained by Shaw Local News Network in a Freedom of Information Act request, the Illinois Department of Children and Family Services visited the house about a dozen times over two years, following up on five reports of suspected abuse and neglect.
Each time, DCFS closed the case after finding no indications of parental wrongdoing. Nathaniel was 4 when the allegations first surfaced.
Redington ruled in November 2022 that Safranek was fit to stand trial after he reviewed a mental health evaluation requested by the defense.
Redington agreed with attorneys on June 28, 2024, to exclude Safranek’s mental health records from being entered at the trial.

A Woosung man charged with possessing more than 5,000 grams of cannabis and 27 cannabis plants claims he had a legal right to grow cannabis plants in his home for his own medical use.
As such, Joshua T. Anderson said, all items seized during an April 24, 2024, search of his home should not be allowed as evidence.
Anderson, 39, appeared in court Tuesday, Oct. 7, with his attorney, Mitchell Johnson of Sterling, to request a “Franks hearing” to determine the legality of the 2024 search warrant.
A Franks hearing is a court proceeding to determine if a search warrant was issued based on a false statement made by officers who requested the warrant.
Anderson was arrested on April 10, 2024, after the Ogle County Sheriff’s Office Special Operations Unit executed a search warrant at his home in the 700 block of South Central Street in Woosung.
Police said they seized more than 46 pounds of cannabis with an estimated street value of more than $200,000 after what they described as a lengthy investigation.
Anderson is charged with unlawful possession with the intent to deliver more than 5,000 grams of cannabis, possession of 20 to 50 cannabis plants, and
possession of less than 15 grams of a substance containing the painkiller tramadol.
He has pleaded not guilty to all of the charges and testified May 1, 2024, that he has a medical marijuana card and was growing the plants for his own use.
On Tuesday, Oct. 7, Johnson told Ogle County Judge John “Ben” Roe that the search warrant did not meet legal standards because the judge who issued it was not told that Anderson was a Medical Cannabis Qualifying Patient, which allows him to grow plants for his own personal use at his own residence.
Johnson questioned if the search warrant would have been issued if Judge Clayton Lindsey had been aware of Anderson’s medical card.
“That fact was not conveyed to the judge issuing the search warrant,”
Johnson said.
Johnson told the court that police had requested the search warrant based on information from a confidential source who said they could smell cannabis while standing outside the residence. He said officers told the judge that they had observed fans in the home’s windows, a silver tent inside the home, and bright light at night inside one of the rooms.
Johnson said officers told Lindsey they had seen social media posts that they claimed were made by Anderson regarding cannabis.
“These are alleged Facebook posts about alleged cannabis seeds,” said Johnson, arguing that the posts may not have been made by his client.

“My client can legally cultivate cannabis. A Franks hearing is warranted,” he said.
Assistant State’s Attorney Matthew Leisten said the omission of mentioning the medical card was not enough to disallow the search warrant.
“That omission is not fatal to the search warrant,” said Leisten, arguing that enough probable cause existed to grant the search warrant.
Leisten said Anderson’s medical card only allows him to grow cannabis in his home for his own consumption.

and attorney arguments. He set the next hearing for 9 a.m. Nov. 5.
During Anderson’s preliminary hearing in April, Deputy John Shippert, a member of the Special Operations Unit for the Ogle County Sheriff’s Office, said 27 cannabis plants taller than 6 inches were seized during the search, as were vacuum bags, a bag sealer and scales. He said those items indicated to him that there was an intent to deliver the cannabis. He said ledgers also were found but not investigated.
Anderson testified at that hearing that he has had a medical marijuana card for at least eight years, and some of the plants were slated to be destroyed after the strongest ones were selected to complete their growing cycle.
Anderson said the ledgers kept track of his “cannabis-consulting clients” and all of the cannabis found was slated for his personal use.

Another hot day today and I will need to keep watering my flowers from water inside since my rain barrel is empty.
I remember the song we used to sing as kids: “Yell down my rain barrel, slide down my cellar door and we’ll be jolly friends, forever more.” Well, I do have a rain barrel but no cellar door. Interesting how the little songs from our childhood keep surfacing in our heads.
I do love my rain barrel and I consider that water to be free water so I need some of that free stuff right now.
However, it was nice this week working at the museum as I got it ready for the Waterbury clan to arrive at the end of the week. I had to clear the table of things on it, get out the Waterbury pictures, get the easel ready with Lydia Waterbury’s picture, and take over all the stuff I have of the family.
I have the marriage certificate of Mae Waterbury and John Travis. The marriage certificates of years ago were very beautiful and quite colorful. This one was no different. But it was all folded up with creases everywhere. I took it to Country Floral and Mr. Trotter. He did a beautiful job of getting it all smoothed out and we picked a lovely frame. He did this a number of years ago. It hangs in my house today.
I also have the tatted baby hat that someone in the family made and, of course, I have the Waterbury dolls.
The big 25-inch doll came back from the doll hospital in Naperville untouched but they could tell me all about the doll. The people are now elderly and no longer do much work in
that department. The doll was in poor shape and they did not want to tackle her.
The head and hands are German bisque with the head in perfect shape. One finger had lost the tip. The lady right away said the body had to be of white leather and it is. She said it would be filled with sawdust and it was. She said the doll was made in the very early 1900s or late 1800s.
Cheri brought the doll back to me and I watched a video on the internet of how one would repair a doll with a leather body. I placed her on a big sheet, and as I undressed her, I found she had been repaired before.
Over the joints one would glue strips of white kid gloves if they are falling apart and this had been done before. She simply needed to be sewed back together again and I started in. To replace the lost sawdust, you put in cotton balls and I did.
Little by little I soon was finished and then I had to clean up the extra sawdust that my cat had rolled in with her body. I then was ready to dress the doll and the dress she had on her was not her original dress but a baby dress of the family. I needed longer sleeves to cover up most of her arms. I used a baby dress of mine that my grandmother had made more than 90 years ago. It was perfect.
Then came that tatted baby hat that had been used many years ago in the Waterbury family. It looks perfect on her. I found a large basket and I lined it with some beautiful crocheted pieces my grandmother had done. She looks perfect nestled in it. She will stay in my extra bedroom for now and I am pleased.

Teams from 38 area high schools, including Oregon, Byron, Forreston, Polo and Winnebago converged on the Shady Oaks Golf Club east of Amboy for the 52nd annual Columbus Day Invitational on Monday, Oct. 13.
Winnebago dominated the girls race with five runners placing in the top 12. Winnebago’s Molly Webb finished first in 17:55.
Byron’s Ashley Potter was 10th and Gracyn Smith was 16th.
Oregon placed sixth with Anya Anaya finishing 26th (20:41), followed by Madeline Rogers (32nd, 21:02), and Jillian Hammer (37th, 21:37). Also running for Oregon were Evelyn Anderson, Christine Ramirez, Mari Rager and Abbie Ludwig.
Runners for Polo-Forreston were Aubrey Herndon (71st), followed by Nevaeh Scheffner, Avalyn Henry and Hayden Harvey.
In the boys race, Byron’s Tim Starwalt took third in 15:15, finishing behind Johnsburg’s Grady Smith (15:05) and Elmwood’s Aiden Faulkner (15:09).
Oregon’s Daniel Gonzalez, running with an injury, was 61st (18:19). Other runners for Oregon were Chayse Rosenbalm, Stephen Delphonse, Mason Surmo and Finningan Ruane.

It’s looking like all six Ogle County football teams will be in the playoffs. The only question mark is Forreston, which has had the toughest road of all.
In another must-win situation, the Cardinals travel to LeRoy for a nonconference tilt on Saturday. Both teams are 4-3 and are underdogs the following week. With so much on the line, a postseason atmosphere will be prevalent in LeRoy.
Lately, Oregon and Stillman Valley have engaged in a very competitive rivalry and Friday’s game was no exception with the Cardinals taking advantage of missed Hawks opportunities in the fourth quarter.
Ahead 15-13, Oregon failed to convert on fourth down and SV went 88 yards on the next play to go ahead for good, 21-15.
Later in the quarter, the Hawks were driving and fumbled near the red zone. Oregon also was hurt all night by SV’s run game up the middle.
Byron and Dixon continue to put up
Andy Colbert
outrageous numbers against Big Northern Conference foes.
At the rate Landon Knigge was going against Winnebago, he was on target for 1,000 yards gained rushing, something that probably never has been done in the history of football at any level. In the first quarter alone, the Dixon standout had 250 yards on eight carries, along with five touchdowns.
Caden Considine of Byron was equally unstoppable with over 300 yards on the ground against Genoa-Kingston.
Maybe the best mark of all came from Polo and that was the 100th career win by football coach Ted Alston. Ted is one of a whole bunch of all-around good people that I’ve had the pleasure of covering at Polo over the years.
It was an emotional scene at Kaneland, where Rochelle took to the football field for the first time since Dylan Manning’s brain surgery. Although it was Kaneland’s homecoming, the school went out of its way to honor Dylan and the Hub community.
Before the game, both teams knelt in prayer in the middle of the field. The Kaneland dance team had Dylan’s No. 10 painted on their faces and so on.
The week before, fans from Morris, where the injury occurred, drove all the way to Rochelle for a community prayer service. Schools from all over the state have been expressing their support.
All of this outpouring of love is bigger than the game itself, which Rochelle won in a mild upset, 21-20.
Games are fun things we get to do. A community of togetherness is a way of living, which brings true joy, even in times of adversity.
Amateur golfers out there can relate to that one round where everything falls into place — driving, chipping and
putting. It’s rare and one never knows when it will occur, if ever.
Sarah Eckardt of Oregon had one such round and the timing couldn’t have been better. It is her senior year, her dad is the team’s coach and it was at the IHSA tournament.
Never scoring better than 87, she carded a 79 for 18 holes. To finish eight strokes ahead of one’s previous best is unheard of. Compounding matters is pulling it off in the pressure cooker of the state meet, the final day, no less.
The day before, a 90 left her in 58th place. The 79 rocketed her to 29th.
The real star of the county was Byron’s talented Alayna Brandt, who shot 83/77 to place 13th. Brandt still has one more year left to chase that elusive state title, a distinction achieved by Byron’s Elizabeth Curtiss in 2010.
