Human Development Report 2025 A

Matter of Choice: People and Possibilities in the Age of AI

United Nations Development Programme (UNDP)

AI opens doors but human choice builds the path toward thriving futures.

Artificial intelligence (AI) has broken into a dizzying gallop. While AI feats grab headlines, they privilege technology in a make-believe vacuum, obscuring what really matters: people’s choices. The choices that people have and can realize, within ever expanding freedoms, are essential to human development, whose goal is for people to live lives they value and have reason to value. A world with AI is flush with choices the exercise of which is both a matter of human development and a means to advance it. Going forward, development depends less on what AI can do—not on how human-like it is perceived to be—and more on mobilizing people’s imaginations to reshape economies and societies to make the most of it. Instead of trying vainly to predict what will happen, this year’s Human Development Report asks what choices can be made so that new development pathways for all countries dot the horizon, helping everyone have a shot at thriving in a world with AI.

Global Assessment Report on Disaster Risk Reduction 2025

Resilience Pays: Financing and Investing for our Future United Nations Office for Disaster Risk Reduction (UNDRR)

The Global Assessment Report (GAR) 2025: Resilience Pays: Financing and Investing for our Future highlights how smarter investment can reset the destructive cycle of disasters, debt, insurability, and humanitarian need that threatens a climate-changed world. Disaster risk is increasing as more frequent and intense hazard events, unsafe urbanization, and ineffective development put more people and assets in harm’s way. Disasters are having profound macroeconomic impacts, with direct losses estimated at $202 billion. When indirect and ecosystem costs are taken into account, escalating disaster costs now surpass $2.3 trillion annually. There is an urgent need to transform how disaster risk is addressed amid a rapidly changing climate. Risk is no longer a peripheral issue but a systemic challenge that affects financial stability, sustainability, and equity. By embedding risk reduction into core policy and investment decisions, it is possible to break the recurring cycle of shocks, losses, and debt. With the right choices, resilience can become a foundation for long-term prosperity, enabling societies not only to withstand disasters but to thrive despite them.

The Least Developed Countries Report 2024 Leveraging Carbon Markets for Development UN Trade and Development (UNCTAD)

Policymakers in the least developed countries are under pressure to transform carbon markets into a viable pathway to deliver on the Sustainable Development Goals and low-carbon structural transformation. This begs the question of whether and how these markets can both address the unique challenges of these countries and help them to contribute to global efforts to mitigate climate change. The report highlights the outcomes of past and current participation by least developed countries (LDCs) in carbon markets and identifies opportunities and risks from the emerging framework for carbon markets under the Paris Agreement. Towards the maximization of the benefits of carbon markets for LDCs, the report provides actionable recommendations for least developed country policymakers and climate negotiators and for their development partners.

Are Services the New Path to Structural Transformation in the LDCs?

UN Trade and Development (UNCTAD)

The Least Developed Countries Report 2025 explores how the services sector can drive structural transformation and sustainable growth in LDCs. It emphasizes services’ role in diversifying economies, boosting productivity, and creating jobs, while tackling challenges like climate vulnerabilities, limited finance access, and external shocks. The report reviews ways to enhance the LDC graduation framework so countries transitioning out of the category follow sustainable development paths. It examines the role of external financing—especially Official Development Finance—in backing national strategies and investing in infrastructure, skills, and resilience. With evidence-based recommendations, the report guides LDCs toward services-led growth, greater climate and economic resilience, and progress on the Sustainable Development Goals, underscoring the need for global support and partnerships.

Review of Maritime Transport 2024

Navigating Maritime Chokepoints

UN Trade and Development (UNCTAD)

Global maritime trade grew by 2.4% in 2023, recovering from a 2022 contraction, but the recovery remains fragile. Key chokepoints like the Suez and Panama Canals are increasingly vulnerable to geopolitical tensions, conflicts, and climate change. These disruptions are extending shipping routes, straining supply chains and raising costs, with profound impacts on food security, energy supplies and the global economy, as over 80% of world trade volume is carried by sea. Vulnerable economies, especially Small Island Developing States (SIDS) and least developed countries, are hit hardest by rising shipping costs from rerouted vessels. The Review of Maritime Transport 2024 highlights these challenges, calling for urgent action to strengthen industry resilience, accelerate decarbonization, and support vulnerable economies. It underscores the need for new infrastructure that is sustainable and resilient, a faster transition to low-carbon shipping, and a crackdown on fraudulent ship registrations to safeguard global trade.

The Sustainable Development Goals Report 2025

United Nations

The Sustainable Development Goals Report 2025 marks the tenth annual review of global progress toward the 2030 Agenda. With only five years left, it finds that while millions of lives have improved, the pace of change is insufficient to meet all Goals by 2030.

Since 2015, there have been major gains in education, maternal and child health, digital access, and disease prevention. Electricity access has expanded, and renewable energy is the fastest-growing power source. However, progress remains fragile and unequal. Millions still endure extreme poverty, hunger, and lack of basic services, while marginalized groups face systemic disadvantages. Conflicts, climate change, inequality, and rising debt continue to impede progress.

Success stories – including universal electricity access in 45 countries and elimination of neglected tropical diseases in 54 – prove rapid progress is possible. The report calls for urgent action in six areas: food systems, energy, digital transformation, education, jobs and social protection, and climate and biodiversity, supported by stronger global cooperation and investment.

Trade and Development Report 2024

Rethinking Development in the Age of Discontent UN Trade and Development (UNCTAD)

The Trade and Development Report 2024 forecasts global growth in gross domestic product of 2.7 percent for 2024 and 2025, marking three consecutive years below the 3 percent pre-pandemic growth trend. Regionally, South Asia displays the most dynamic growth. The three major powers of the global economy – China, the United States of America, and the European Union – are on decelerating or weakened growth trajectories. Despite the context of a turbocharged technological revolution, the much-needed acceleration in economic activity to achieve the Sustainable Development Goals remains elusive for many countries in the Global South trapped by a confluence of high debt burdens, financial and resource outflows, weak investment, and enforced austerity. Only 1 of the 46 least developed countries is currently meeting the promise of a 7 percent annual growth target under the global Goals.

Joint United Nations Programme on HIV and AIDS (UNAIDS)

The UNAIDS Global AIDS Update 2025 shows that a historic funding crisis is threatening to unravel decades of progress unless countries can make radical shifts to HIV programming and funding. The report highlights the impact that the sudden, large-scale funding cuts from international donors are having on countries most affected by HIV. Yet it also showcases some inspiring examples of resilience, with countries and communities stepping up in the face of adversity to protect the gains made and drive the HIV response forward.

World Cities Report 2024

Cities and Climate Action

United Nations Human Settlements Programme (UN-Habitat)

The World Cities Report 2024 advances a people-centred approach to climate action that promotes effective and inclusive climate action as a framework for building climate resilience in urban areas. This year’s report advocates that people must be at the center of any meaningful climate action. In this regard, climate action should not only contribute to mitigating GHG emissions, adapting and reversing the effects as of climate change, but should ensure that people have sustainable livelihoods and stable incomes, have food security, access to clean water and other basic services including affordable healthcare—all of which will reduce the vulnerability to climate change. The impacts of climate change are quite significant to the extent that adaptation and risk management can be powerful contributors to poverty eradication and sustainable development.

World Investment Report 2025

International Investment in the Digital Economy UN Trade and Development (UNCTAD)

The digital economy is a rapidly expanding part of the global economy, yet its benefits are unevenly shared due to infrastructure, skills, and services gaps. Closing these divides requires substantial investment, innovation, and private sector development, with digital multinational enterprises playing a critical role in accelerating progress. UNCTAD’s World Investment Report 2017 was the first to examine how the digital economy influences international investment flows and shapes investment policy. Since then, foreign direct investment (FDI) in the digital economy has grown significantly, digital technologies have advanced rapidly, and related policy frameworks have evolved. In 2024, the United Nations adopted a new Digital Compact aimed at helping developing countries bridge the digital divide and leverage digitalization for inclusive growth. The World Investment Report 2025 reviews the latest global trends in digital-economy investment, explores the main drivers and determinants, assesses the implications for sustainable development, and examines how investment policy can foster digital growth. It concludes with policy recommendations to support equitable and sustainable digital transformation.

World Social Report 2025 A New Policy Consensus to Accelerate Social Progress

United Nations

Over the past three decades, the world has made remarkable social and economic progress, with historic reductions in extreme poverty and improved material well-being showing the power of collective action. Yet deep challenges persist. Inequalities remain high, economic insecurity is growing, and many people face precarious jobs and the constant risk of falling into poverty. Frustration with the status quo is eroding trust and straining the foundations of global solidarity.

The World Social Report 2025 warns that allowing the cycle of insecurity, inequality, and declining trust to continue carries unacceptable risks. Urgent action is needed, guided by three principles: equity, economic security for all, and solidarity. This vision, rooted in the Copenhagen Declaration and the 2030 Agenda for Sustainable Development, offers a pathway to address social challenges at their roots and accelerate progress towards the Sustainable Development Goals. Renewed momentum is essential to translate this shared vision of sustainable development into tangible action.

A sustainable and circular bioeconomy can boost climate resilience by restoring ecosystems, retaining soil nutrients and water, supporting Indigenous livelihoods, and promoting sustainable forests and fisheries. Transitioning involves risks and tradeoffs, requiring policy action, partnerships, and innovation. Local production, green jobs, and consumer engagement are essential. Forest-based materials are central, meeting growing demand for renewable resources and reducing fossil fuel reliance. Addressing climate change, pollution, waste, and phasing out single-use plastics presents both opportunities and challenges. The African Statistical Yearbook 2023 is the fourteenth edition jointly produced by the African Development Bank (AfDB), the African Union Commission (AUC), and the United Nations Economic Commission for Africa (ECA). It is a result of the fruitful collaboration that exists among the three pan-African organizations within the field of statistics. This synergistic collaboration has two principal benefits: (1) it minimizes the risk of inconsistent information being produced by the three organizations, and (2) it reduces the reporting burden on member states, who might otherwise be obliged to submit data separately to each institution. The yearbook continues to serve the intended purpose of bringing together, in one volume, data on African countries for policy-makers, researchers, and other users.

The Impacts of the Availability of Firearms in Central America

United Nations

Armed violence, the subject of this publication, represents one of the most damaging security problems for Central America’s inhabitants. Violent deaths caused by firearms in countries in the region comprise between 70 and 90 percent. Regulatory frameworks in different countries seem to be inadequate in controlling firearms used in acts of violence. This report aims to address the lack of information and analysis on matters such as the role of governments in restraining violence and controlling the availability of firearms, the impact of transnational organized crime, and the porosity of borders and corruption. It concludes that armed violence impacts groups such as women and youth in different ways.

Our Common Agenda: Report of the Secretary-General United Nations

On the occasion of the 75th anniversary of the United Nations and in the midst of the COVID-19 pandemic, Member States came together to recognize that our challenges are interconnected and can be addressed only through reinvigorated multilateralism with the United Nations at the centre of our efforts. In response, the UN embarked on a process of reflection, engaging a broad array of stakeholders, including Member States, thought leaders, young people, civil society and the United Nations system and its many partners. This report provides a synthesis of key ideas that emerged during the reflection process and contains suggestions on how to take them forward. As COVID-19 has shown, our welfare, and indeed the permanence of human life, depend on us working together across borders and sectors to address major risks and achieve a set of vital common goals.
