MACARTHUR BUSINESS PARK PLANNING PROPOSAL
The Macarthur Business Park Planning Proposal is a formal application to rezone land on Moreton Park Road, Menangle and Douglas Park, to SP4 Enterprise under the NSW planning framework. This change would allow the creation of a progressive and sustainable employment precinct adjacent to the Greater Macarthur Growth Area.
Aligning with the NSW Government’s Greater Macarthur 2040 vision and Wollondilly’s local strategic plans, this rezoning will unlock a broad mix of employment uses including offices, light industry, technology, logistics, research, services, and commercial activities, supporting the region’s growing need for local jobs, business spaces, and community facilities.
The Proposal will:

Macarthur Business Park is strategically located with proposed direct access to the Hume Motorway, planned connections to the Outer Sydney Orbital, and proximity to Western Sydney Airport.
Identified as future employment land by the NSW Government in the Greater Macarthur 2040 Structure Plan and by Wollondilly Shire Council’s Employment Lands Study (2022), the site’s location between Sydney, Wollongong, Canberra and Western Sydney Airport makes it a prime hub for jobs, industry and growth.

Yes. The precinct is guided by a comprehensive sustainability framework developed by expert consultants at WSP.

How have flood or bushfire risks been considered?
The planning process includes comprehensive flood modelling and bushfire assessments to ensure that:
> The development avoids high flood risk areas, and conserves the Nepean River Corridor as part of the dedicated Conservation Area.
> Buildings and infrastructure are designed in line with bushfire protection standards.
The Proposal permanently protects 140 hectares of native bushland, rezoned as a Conservation Area based on detailed ecological assessments.
Employment areas are located on mostly cleared farmland to minimise impacts on native vegetation, with the masterplan prioritising bushland preservation and biodiversity.
Is cultural heritage considered through the precinct?
Walker is actively consulting with Dharawal and Gundungurra Elders to embed cultural knowledge into the planning and delivery of the precinct. Some of these commitments include:

TRANSPORT AND CONNECTIVITY
What new local infrastructure, roads or public transport will be provided?
Macarthur Business Park will be supported by a new Hume Motorway interchange and a proposed East-West link road to Appin Road, improving connections between jobs and homes across the region. The precinct will also have direct access to the future Outer Sydney Orbital, linking it to Western Sydney Airport, Port Botany, and broader freight and transport networks.
These upgrades will support smoother connections between Western Sydney, the Aerotropolis, Wollongong, and beyond helping local businesses grow and reducing commute times for workers.
Will the development increase congestion or strain local roads?
Extensive traffic modelling has been undertaken to plan for future growth. The development will be staged to align with upgrades to local and regional road networks, ensuring traffic impacts are managed as the area grows.
What public transport is included?
Macarthur Business Park aims to enhance public transport infrastructure, exploring staged improvements from electric buses to trackless trams.
New services will help move future employees and residents around the precinct and connect them to nearby public transport, including rail.
The Macarthur Business Park may be a catalyst for future rail upgrades and Metro connectivity for the Macarthur region.
