I write in response to the petition to the Legislative Assembly on 9 Septembe r 2025 by Mr Ray Williams MP, Member for Kellyville, about infrastructure needs in The Hills Shire.
I note that the petition was debated in the Legislative Assembly on Thur sday afternoon, 18 September 2025 w ith several Members of Parliament, including Mr Williams participating. The Hansard also records my response to the petition.
As you are aware, the Minns Labor Government has taken immediate action to address the housing challenge and has implemented a suite of measures to meet it s commitment under the National Housing Accord to build New South Wales' share of 377,000 new we ll -located homes by June 2029.
I can conf irm that in the NSW Budget handed down in June 2025, the Minns Labor Government committed $24.4 billion to Western Sydney infrastructure. Some of the infrastructure projects proposed for The Hills Shire include a new hospital at Rouse Hill, an upgrade of Castle Hill Public School, an upgrade of Excelsior Public School, a new high schoo l and primary school at Box Hill, a new primary school at Gables, an upgrade of Rouse Hill High School, the Annangrove Road upgrade, the Water Lane upgrade, the Withers Road upgrade and two new open spaces, at Kellyville and Bella Vista. This is in addition to the delivery of new open space at Beaumont Hills in 2024.
The Minns Labor Government has also introduced the Housing and Productivity Contribution (HPC) scheme to set up long - term funding for State and regional infrastructure in NSW. Up to $1 billion from the HPC fund has been committed to councils over ten years to help deliver infrastructure such as regional parks and sporting facilities. I note that the Liberal - Nationals Opposition opposed the HPC when it was introduced into the NSW Parliament in 2023.
The Minns Labor Government inherited a significant infrastructure deficit from the 12-year lon g previous Liberal-Nationals government. The Minns Labor Government remains committed to working with Western Sydney communities to deliver the infrastructure they need
